Is the red LED switching on when the green goes off?

Are you sure that the outputs are not shorted? You have to check each one individually.

Are you sure that there are no shorted rectifiers?

Ok there is no green light it wont light at all. the 2 red lights are solid when trying to power the amp up. I checked all outputs, power supply fets, and reflectors all test fine.

Wondering if i can pull one of the legs on the 317 and 337 or is it the 1620's to disable the output side to see if this amp will power up

It would be simpler to pull the two legs of the inductor nearest the rectifiers.

Rectifiers, not reflectors.

Yes, near the FEP16s and FEN16s.
