Is it producing both positive and negative rail and regulated voltages?
Does the amp have a preamp board connected to the main board via a ribbon? If so, confirm that the preamp board is receiving regulated voltage and confirm that audio is getting from the preamp board to the main board. If it's using the plastic RCA jacks, confirm that the shield ground connection is not broken.

What voltage do you have on the center legs of the outputs (positive and negative voltages)?

Place the black probe on the secondary center tap or on one of the non-bridging speaker terminals and measure the voltage again.

Are you sure you have ±15v on the op-amps?
Do you have ~0 ohms between the 2SA/2SC output transistor emitters for each channel? If not, do you have rail voltage on the emitters?
