pin 9= 5.24 pin 10 = 4.97 on the 494

The amp is powered up. Did you try to get audio out of it?
Measure the DC voltage across the speaker terminals before you connect a speaker to confirm that it's well below 0.1v.

ok just tryed for audio nothing no sound at all but its a mono amp amp 2 of the ouputs arent in it yet wondering if that might be why??

That's probably why it was going into protect. We can't do any more until you get the outputs replaced.
Note to self... Ask if all of the parts are in the amp. This is the 3rd time in a week that this has happened.
