I would use a test light to do it. I have heard some say to put the test light between the capacitor's ground and the vehicle ground prior to installing the capacitor ground wire. When the test light fires up, your cap is charged.
I have also heard it stated the opposite way where you connect the ground, then prior to connecting the positive cable, put the test light between the +12v from the vehicle and the +12v on the capacitor. When your test light fires up, the cap is charged.
