For $23, you can't go wrong. I doubt you could buy the individual parts for that. If you don't like it, you can upgrade later.
Since the levels are controlled by DC voltage, you may be able to use more than one to build a 4 or 5 channel preamp controled by one volume control. The other individual modules could retain their individual bass and treble controls.
