Normally, the protect light comes on initially and then goes out after a couple of seconds. Is your amp staying in protect for longer?
If so, is there any DC voltage across the speaker terminals? What is the DC voltage across the red and black twisted wires? Be careful when placing your probes. There is high voltage across the wires when the power supply is operating. Do not let the probes short between pads or to any of the jumper wires.

Let's find out the overall condition of the amp. The questions I posted will point us in the right direction.
When working in the amp while it's powered up, you may want to use a 15-20 amp fuse in the B+ line to help protect the amp if you make a mistake.
