Default LEDs in amps quit

I looked at a newer cheap amp with all the LEDs...some are not working. They all show 2.8v on them working or not. Don't have another amp to check voltage yet, but is this too high or did it have a power surge or something? I've never seen one quit before.

Wait I do have another same brand, I will check that one for voltage shortly.

I checked the good amp and the voltage was the same except the power light, it was .6v on bad one not ~2.8 like the rest. Power to them was around 5v also, so that is right. So I took out the other LED that did not work and it is completely open and good one is not. Amp might have a lot of hours on it, the fan is about dead. There is higher voltage before the resistors to the bad power LED so I am guessing something is amiss, and after a while that light will go on and off. Does not seem to affect the operation of the amp. Anyway, the other LED is burned out.
