Well, if it looks bad, it ain't worth testing, especially since you need to pull it out of the circuit to test it properly.
Replace all three of them. Caps are cheap. I recommend a high frequency, low ESR type. Illinois Cap has some for a buck or two each. You could go standard 105C types as well, for about 1/2 the price.
