Default technics 1210 M5G: Has this been rebuilt?

I am not sure which part this is, but when I opened the box it looked like the circle part had been filed or something similar. I returned the first one I received for other problems, but the second one also had this problem. I am guessing this isn't normal, what could be the reason?

Can't really tell from the pic. What is the problem you are experiencing?

It seems to play fine. In the original image inside the red circle looks like it should've been all black, but instead it looks like the black portion has been scraped off in some places.
