Since websites are accessed all around the world sometimes Few computers/individuals can not access website due to server and internet settings errors (I am not knowledgeable about it. something to do with DNS etc. stuff)
But you can check if it is universal problem or not..

Working OK here, perhaps a local nameserver problem..

The administrator of the site locks out whole regions. Try to access it over VPN (Opera has a built in VPN). I do the same.
