I have posted this over on the AA but thought I would post here and see if any others here may have done this or experienced this issue and fixed it.
Here's what I wrote over on AA.
I have done some more troubleshooting on that vibration/oscillation/rumble issue I'm having and have isolated it to either the bearing spindle or tonearm.
I removed the belt and spun the platter by hand and let it go freely with some headphones on and put the needle on the lead in, groove between songs, and lead out at the end and heard that faint noise in all places. I think I heard in get louder in kind of a slow pulse type way at times. which leads me to believe since it's doing that it the rotation on that bearing spindle shaft that the platter rotates around.
The Bearing and o-ring are new, replaced platter, and cleaned and lubed motor and the only thing I didn't replace yet was the bearing spindle shaft. I will replace that later today.
I did try another cart that I had Pickering XV-15 and it's the same thing so it's not that cart/arm combo.
Hopefully this will be the ticket and finally get rid of that low back ground noise. other than that this BIC 980 sounds really nice and is given the Technics SL-1300MKII and good run for it's money! Not even exaggerating about that. It just plays music and that what I like.
This table with the Audio Technica AT15Sa is really something to listen too. As soon I get rid of that noise the AT15Sa is going back onto the BIC 980 table.
I will post back with the lastest results.

It seems to me that I heard of that problem before and it might have something to do with the lower end of changer spindle being a bit to large in diameter (out of tolerance) and "rubbing" slightly internally on the mechanism.
Its something to check at least.
It can also be something as simple as old, hardened grease on the mechanism.
