Marantz JJ221 turntable

I just got a direct drive JJ221 turntable and it works but there is a high frequency flutter present at all speeds. I checked the motor control circuit, all the transistors are ok, DC voltages are ok but the voltages to the motor coils are very much distorded, I expected more or less sines.
Any advice? Should i replace the IC (PC1043C)?

Try recapping first.. And I bet that chip is near unobtainium..
