I just received an AR XA that when plugged in but not turned on exhibits vibration in the pulley wheel. It's like it's seeing enough voltage to excite the motor but not enough to get it started. Seems to work fine when turned on. What could be causing this. I assume the 2 caps under the hood serve to help start the motor and to remove the "pop" from on/off operation from going to the outputs. Any ideas would be greatly appreciated. Thanks.

The vibration is normal as there is a cap across the switch to supress pops as the switch is closed - the other cap is there to provide 90 degree phase shift to one of the motor windings.
There isn't anything wrong with your turntable.
