Is this circuit still up-to-date ?
Should it be built .... as-is ?

it is "still" a good circuit.
nothing wrong with using "old" parts if you've got them. there was a mail order surplus house that had the AD815 in the metal tab package for a good price.
"better" is relative; for example, for some folks "better" means "no 8-legs".
