I am building Pauls VCCS remote control LDR volume control and would like some advice regarding voltage readings in the remote control unit. The BSP149 mosfet is unavailable so the remote is the only bit completed so far. When powered up with the batteries led 3 lights up continually when I thought it was there to indicate a button being pressed. Have I cooked the i.c? tia.

Thanks hienz1;Paul has kindly offered advice. Looks like it was the ic; swapped it out and led 3 now lights only when the keypad is pressed. I should have used a dil socket as I'd originally intended; just hope the other ic's are ok.
